Dear Mr Robinson,
You are quite right, the complaint has been made, but it has NOT been answered. I summarize briefly once again:
1. Dorset Police made £1million by LYING, including misrepresenting the safety benefit of a camera and trying to withhold information about it.
2. Dorset Police hid the obscene course profits by LYING about the costs and refusing to detail them, the most blatant example being the point blank refusal to explain why it needs the equivalent of 10 staff on £52K to deliver a simple course to 40 people, the greatest contribution to this part of the cover-up now attributable to Martyn Underhill, when the IPCC investigator, Colin Smith said that the costs "didn't stack up" and I even have this recorded in audio. I also have him recorded as saying camera safety benefit "was not correctly communicated".
3. Colin Smith then LIED in his report by saying there was no evidence of misrepresentation of safety benefit or course finances, refused to discuss this with me when I had urged him for further review if he could find nothing wrong, and vanished.
4. Martyn Underhill accepted and supported the corrupted report ensuring I had NO opportunity to see it or point out problems in it. He also reluctantly agreed to look at the lies in the Speed on Green press release but dodged providing a proper response when James Vaughan made a vague comment of opinion about an unrelated news article.
5. The IPCC comprehensively ignored all the indisputable facts and evidence I presented including further black and white evidence of the misrepresentation, fraud and cover-up and rejected my appeal.
6. This appalling, disgusting, process has been used to protect everyone ever since from all further attempts to have the issues properly considered.

So it comes as no surprise and makes no difference that another head has popped into the sand alongside the perhaps 20 or 30 others who I am now starting to write an epic article about, which will one day be seen as probably the ultimate demonstration of police corruption there has ever been - and gets worse each time someone else joins it, or an existing contributor such as Martyn Underhill chooses to ignore further attempts to expose the scandal.
